A Different Street (ADS) Supportive Housing provides affordable accommodation and support to homeless or unstably housed young men, ages 16 to 24, who are justice-involved or at risk of being so. The John Howard Society of Ottawa and youturn youth support services are partners in this program.
ADS provides male youth an opportunity to access safe accommodations and utilize on-site supports to assist with their life goals. Through these on-site supports, youth are assisted in actively addressing their specific personal, social, vocational, and health-related needs. As well, they are supported in developing the resources, including skills and attitudes, necessary for a successful transition to adulthood.

Individuals who live at ADS will have the responsibility of rent. All units at ADS are self-contained bachelor units.

This is a Correctional Service of Canada program offered in partnership with the Ottawa parole office twice per year. It is open to male federal parolees in the Ottawa area. The goals of the program are to challenge and replace pro-criminal thinking and behaviours, develop problem solving skills, provide relapse prevention, goal setting and risk reduction. Clients are referred by the Program Officer at the Ottawa parole office and are assessed by the John Howard Society Program Facilitator. There is no fee to participate and the program is offered at JHS’ main site. This group program runs twice per week for 30 hours and clients must complete all of the sessions. Bus tickets are provided and light refreshments are available. Clients are mandated to attend. Funding is provided by the Correctional Service of Canada.

Provides two different group sessions, one for parents with children aged 5-12, and the other for parents of teens. Sessions are ongoing and run from September to June each year. Each group session is eight weeks long and runs for 2.5 hours. Parents in this program have the opportunity to enhance their parenting skills and learn best practices for establishing effective communication skills, while helping to teach self-reliance and responsibility to their children. Goals include replacing power struggles with cooperative family decisions. Video-based content is included along with the provision of workbooks for each participant. A certificate of completion is provided at the end of the program. Funding is provided by the United Way.

Utilizes an educational treatment approach to educate individuals in skills needed to manage anger and other emotions associated with the occurrence of aggression and anti-social behaviour. Based on the coginitive behavioural approach to anger reduction and consists of ten two-hour group sessions. This is a fee for service program.

The program has been running for 12 years. It is open to individuals 18 years of age and older who have been criminally charged for the first time or who have been charged in the past with minor offences only. The main goals of the program are to reduce the number of individuals remanded to court, to reduce court costs for trial dates, and to give clients the opportunity to have their charges withdrawn. Initial intakes are completed at the St. Catharines courthouse or at the JHS office.

This program allows adults who have been referred by policy (pre-charge) or charged with minor criminal offences in Federal Court an opportunity to repair harm and address root causes of their crime. Participants meet with the JHSWW Coordinator to establish a plan of action that will allow the person to be accountable for their actions and find pro-social ways to meet their needs.

In response to an identified need for a community residential facility for adult males released from federal penitentiaries in the Ottawa area, Kirkpatrick House opened in December 1978. The facility assists men in their quest for pro-social re-integration and living positive lifestyles via employment/school, and community programs at both JHS and local parole offices. Other goals include assisting residents to become self-sufficient. There are 22 beds (8 double rooms and 6 single rooms) and several years ago, rental payments were abolished while per diem costs to the Correctional Service of Canada (CSC) were increased. This allows for the residents to save funds to use upon their release from the halfway house towards their own residence in the community. A JHS Case Management Team provides support for each resident. Assessments are completed prior to their admission. Staff are on site 24 hours a day, 7 days a week. Some residents are simply finishing their sentence; others are on long term supervision orders, or maybe on statutory releases with a residency condition to reside in a specific place.

Residents must complete their conditional release before moving out into the community by securing their full parole, reaching their statutory release dates, or until the expiration of their warrant (end of their actual sentence). There is a weekly Community Assessment team that reviews applicants who are applying to reside in Ottawa. The CRF directors, police, community liaison representatives, a supervisor, and the parole officer in charge attend weekly meetings and provide input on the eligibility/candidacy of each applicant for release into the community. This group may accept, deny, or defer a case based on the information available. There is a cook in the house who makes the evening meals Monday through Friday. Foodstuffs are provided for “off” times and on the weekends and residents are encouraged to purchase their own specialty foods/snacks.
The residents who reside at Kirkpatrick House are mandated by CSC. On occasion voluntary clients who want to come to the CRF for a period of stability prior to living on their own in the community are permitted.
Kirkpatrick House prides itself on providing a homelike environment for its residents. There are no in-house programs available but there is an excellent case management system and link to the Ottawa parole office. Funding is provided by CSC through an annual contract, per diem rate per facility, per fiscal year. The funding contracts are renewed annually.

This service has been provided since the agency’s inception in 1949 and is currently offered when time permits on an ad hoc basis. Available to all members of the community as a preventive program, though generally utilized by former prisoners and/or their families, it allows for staff at JHS to provide their expertise and resources to advocate on a clients’ behalf. Individuals are assisted to meet their immediate needs and to be supported in accessing their rights as community members. This is a non-funded program.

This ad hoc service is open to JHS’ clients as well as members of the general community. This service allows for the provision of a sworn affidavit (with photograph) to be used as partial identification. This identification can assist with applications for welfare and similar services, as well as for visitation in the Sarnia Jail. This is not a funded service.

Cognitive skills based program for youth 12-17 years who have interpersonal problems as a result of their aggressive behaviour. The program consists of eighty 90 minute sessions designed to help youth identify their personal aggression patterms, explore alternatives, and develop a plan of action to improve how the young person responds to stressful situations. The program is divided into the five components of anger, communication, triggers, choice points, and problem solving.

The JHS Aggression Prevention program is an eight session program that assists adult male participants to explore the causes of their aggressive behavior and to identify and challenge the underlying beliefs and thinking patterns that lead to aggression. This program runs approximately six times per year. Please note that this program is not suitable for individuals who are currently dealing with the court system and/or being currently charged with domestic violence. For individuals requiring taking this program for Children’s Aid Society (CAS), a direct referral from CAS is required.

This free program is based on The Anger Solutions Program by Julie Christenson and the Lifestyles Programs by Dr. Barbara Armstrong. It is offered at JHS’ main site and is open to ex-prisoners who have been deemed to be at medium- to high-risk of re-offending. It assists clients to recognize, challenge, and replace aggressive responses to their anger with pro-social expressions of anger. Each participant completes an initial one hour intake assessment. The program runs twice a week for two hours for 10 sessions. Clients can make-up up to 3 missed sessions after which they will be asked to leave the program. At this point, they may put their name on a wait list for the next group to begin in order to take the entire program again at another time. Bus tickets are available and participants are both voluntary and mandated. Letters of completion are provided for Children’s Aid Society, probation, court, and the JHS Bail Program. The program is being run on a pilot basis and at this time there is no specific funding for it though it will be re-evaluated in March of 2009.

The men’s anger management programs is 12 sessions in length and offered on site at the JHS. The programs are open to anyone needing assistance to learn how to control their anger response. The main goal of the program is the prevention of violence. Fees for the program are based on a sliding scale and are in accordance with what one can afford. All participants complete an intake assessment and additional counselling is available for those who request it. Transportation assistance is available and light refreshments are sometimes available. Sessions run weekly and are three hours in length. Funding for the program is provided by the United Way of Sudbury and Nipissing Districts.

The Anger Management program includes cognitive behavioural sessions on anger, stress, communication and conflict resolution. The program was developed by the Centre for Children and Families in the Justice System. This program focuses on providing participants with greater motivation and rationale for wanting to express anger constructively and incorporates a strong cognitive component in the group sessions. This is achieved by increasing skills training on interpersonal problem/conflict resolution and shifting the emphasis from traditional classroom approaches to learning through activities. It is a family based program. Funded by the Ministry of Children and Youth Services.

Group workshops are available for providing anger management training over a period of eight sessions. The program is offered on a fee for service basis. An intake session must be completed to determine suitability prior to an individual beginning the program. Curriculum includes examining “the anger model,” identifying triggers, developing coping skills, identifying ways of thinking that get us into trouble, discussing styles of anger, communication skills and more. Individuals must attend 7 of 8 sessions and pay for the program to receive a certificate.

This intensive psycho-educational group program is for men who want to acquire new skills for managing and communicating their anger. This program does not address Domestic Violence interventions or treatment. All court documentation indicates this.

Aspire is a new Mentoring Program in partnership with Employment Planning and Counselling Peterborough (EPC) and the Trent Valley Literacy Association (TVLA). Utilizing volunteer mentors Aspire aims to work with young adults (16 – 25 yrs.) with a focus on supporting them in the workforce, training or educational attainment. Volunteers may provide support and mentoring individually or facilitate a small group session about their own career and a “day in the life.”

Alternative sentencing option under the YCJA. Youth on an active Probation Order are referred to the Centre to receive Psycho-Educational, Cognitive-Behavioural, and Reality Therapy based programming and counselling. The program is intended for moderate to high risk youth in conflict with the law who require intervention in multiple criminogenic need areas. Goals include reducing recidivism, promoting accountability, and encouraging skill development through evidence-based interventions. Attendance is based on risks and needs, and youth also have the option to participate in workshops, leisure/recreation activities, crisis management, and other programming.

The Non-Residential Attendance Centre Program is an alternative to custody servicing medium to high risk youth in the Sarnia Lambton Community. The program operates on literature-principles based of cognitive intervention, the development of positive relationships, and engagement of youth.
In brief, the program accepts all referrals emanating from the Youth Court and Probation Services. Clients are mentored one on one and receive programming tailored to their individual needs. Programming is varied and addresses numerous relevant topics including, but not limited to, anger management, positive communication skills, relationships, peers, general social development, addictions and substance abuse, etc. The curriculum also includes Aboriginal-specific programming dealing with cultural and other issues of significance to First Nations youth. Professionally developed materials and resources are used as the basis for programming, as are ones that are developed in-house. Parent participation, involvement and interest are strongly encouraged. Funding is provided by the Ministry of Children and Youth Services – Youth Justice Services.

This program is intended for 12 to 17 year old youth as an alternative to a term of custody. The program focuses on the development of cognitive skills that reinforce positive values and promote responsible behaviour. Youth develop stronger problem solving skills and learn to apply critical reasoning and consequential thinking in their everyday lives. A variety of components are available for the youth to attend. These may include Smart Choices, Substance Awareness, Employment Readiness, Life Management Skills and Surviving School (Study Skills). Youth may be referred directly from the courts or from a Probation Officer. This program is funded by the Ministry of Children and Youth.

As part of the Attendance Centre program, staff draw upon the Stop Now and Plan (SNAP) Program. SNAP is an e based learning tool available to youth justice staff to assist them in teaching emotion regulation, self-control and problem-solving skills. Currently being piloted with males involved in the youth justice system, this 12 module program is a, highly interactive, technology based program to teach youth how to stop and think in the moment” and explore strategies and skills for making positive choices.

This program is an alternative sentencing option directed by the Crown Prosecutor for illegal substance possession charges. This program provides drug abuse awareness and prevention in the form of written materials and self-exploratory exercises. Participants are asked to apply the topics and questions discussed to their own drug use to gain a greater self-awareness of their substance use issues. This is a fee for service program.

This fee for service program is overseen by the Ministry of Transportation and is managed throughout the province by the Centre for Addiction and Mental Health (CAMH) in Toronto. CAMH contracts with local service providers, such as JHSWW, to provide assessment, programming and follow-up for people who have lost their license due to an impaired driving offence. The program focuses on attitudinal and behavioural change with the goal of eliminating drinking and driving together. It has two streams: one is a 16 hour treatment group, and the other is an 8 hour educational group. The treatment group is offered once a month in Kitchener and the educational group is provided monthly in both Kitchener and Guelph.
Participants undergo an assessment interview to determine which group they will attend. This fee for service program is overseen by the Ministry of Transportation and is managed throughout the province by the Centre for Addiction and Mental Health (CAMH) in Toronto. CAMH contracts with local service providers, such as JHSWW, to provide assessment, programming and follow-up for people who have lost their license due to an impaired driving offence. The program focuses on attitudinal and behavioural change with the goal of eliminating drinking and driving together. It has two streams: one is a 16 hour treatment group, and the other is an 8 hour educational group. The treatment group is offered once a month in Kitchener and the educational group is provided monthly in both Kitchener and Guelph.

The Bail Program is open to males and females over the age of 16, who appear before the courts with outstanding allegations. The goal of the program is to provide an option to the court for those who are candidates for release but who do not have a suitable surety available. In these cases, JHS is able to provide neutral and verified information to the court which would assist in the decision for the release of an accused. Applicants to the program are interviewed and a verification process is completed which includes collecting information to confirm eligibility, based on primary grounds (i.e. ties to the community, history of non-compliance with court orders, ability to comprehend the expectations of bail program, and a willingness to abide by the condition(s) for reporting). In Peel, the verification process operates 365 days per year, weekend and statutory holiday (WASH) court includes services to those who would normally appear before the courts in Orangeville. In both Orangeville and Milton courts, staff are available Monday to Friday to conduct the verification process.
The Supervision component of the program is delivered at locations in Brampton, Mississauga, Milton and Orangeville and includes Case Management based on an assessment of risk and need. All service is provided on a one to one, confidential basis. Participation in Bail Program is mandated through a Recognizance of Bail, failure to comply with the Recognizance can result in a Breach of the Order. In support of case management and meeting reporting requirements, supervision is available Monday to Friday, and on specific evenings each week, at all locations. In the Region of Peel a partnership agreement with the Canadian Mental Health Association provides a collaborative model of case management for those with a mental health diagnosis to develop a criminal diversion plan. In addition, designated staff are assigned to the mental health court twice each week to aid in facilitating plans of community release for those found eligible by the court.
Additional supports such as transportation assistance can be made available to ensure attendance at court. In Peel, Halton and Dufferin court offices, a small supply of clothing is kept to assist those who are released from the court after having been in an institution and released in clothing that may be inappropriate (e.g. prison issue jumpsuit, shorts and T-shirts in the winter, etc.). Clients reporting to the Brampton and Mississauga locations also have access to the Needle Exchange program while all locations make condoms available to clients. Bail Program participants are referred internally to other in-house programs and supports. Funding for this program is provided by the Ministry of the Attorney General.

This program, in operation since May of 2005, responds to a need identified by the provincial government to reduce the remand population at the local Detention Centre and to increase the court appearance rate. It is open to individuals 16 years of age and older who are facing outstanding charges in the Ottawa Criminal Court with minimal financial or social supports. The two main goals of the program are to increase the court appearance rate, and to ensure comprehension of court ordered conditions. In addition, individuals may be referred to other community service agencies to address additional issues such as addictions, employment, and educational upgrading. The program is delivered at four locations: The Ottawa Courthouse, JHS’ main office, Cornwall Courthouse, and JHS’ satellite office in Cornwall satellite office. Supervision appointments are scheduled until the individual’s court matters are resolved. Initially, following an assessment, clients are required to attend weekly appointments but the supervision schedule can later be adjusted. Eligibility is based on the number of prior criminal convictions for failure to comply with conditions. Bus tickets are provided to attend supervision appointments. Clients are mandated by the Court to participate in the program. This program is funded on an ongoing basis by the Ministry of the Attorney General.

The Bail Verification and Supervision Program serves men and women aged 16 years or older who are accused of criminal offences and who are not deemed to be a threat to the community that qualify for bail, but do not have the finances or social ties to meet bail conditions. The Bail Program serves two principles upon which our democratic Justice system is based: the presumption of innocence before conviction and the fair equitable treatment of all people regardless of social and economic background.
The program aims to reduce the high numbers of people remanded into correctional facilities while awaiting trial. The services are delivered in partnership with local social service providers to address the non-criminal issues facing the accused such as addiction, mental and physical health, homelessness and unemployment.
The three major functions of the program are:
1. To identify the availability of a surety;
2. To provide verified neutral and factual information about an accused person at judicial interim release proceedings and to assist the court in selecting suitable candidates for bail and bail supervision;
3. To provide supervisory and referral services for people who are released from custody by the courts. An assessment is completed upon release. The result of the assessment is to help the client and the bail supervision counsellor in developing a case plan that can begin to address areas of concern that may have contributed to the alleged conduct.

Counselling and psycho-educational programming is provided to youth who have witnessed or been involved in family violence. This program seeks to mitigate the negative effects of family related trauma. Youth learn positive coping trategies, communication skills, and techniques to reduce risk of repeating learned behavior from witnessing violence. This program guides youth in examining their personal belief system and connecting it to their behaviors. Youth also have the opportunity to participate in safety planning, if necessary. Breaking the Cycle is a hotel-based intervention program and provides rapid stabilization for those experiencing post-incarceration homelessness and facilitates supports into safe and suitable accommodations. Caring Dads is a 17 week intervention program for fathers (including biological, step, common-law) who have physically abused, emotionally abused or neglected their children, or exposed their children to domestic violence or who are deemed to be at high-risk for these behaviours. The group component of Caring Dads combines elements of parenting, fathering, issues of abuse and child protection practice to enhance the safety and well-being of children. Program principles emphasize the need to enhance men’s motivation, promote child-centred fathering, address men’s ability to engage in respectful, non-abusive co-parenting with children’s mothers, recognize that children’s experience of trauma will impact the rate of possible change, and work collaboratively with other service providers to ensure that children benefit (and are not unintentionally harmed) as a result of father’s participation in intervention. Referrals are primarily made through Children’s Aid Society and Probation and Parole. The Caring Dads program is funded through The Community Foundation of Greater Peterborough.

This program began as a two-year pilot project, funded through Crime Prevention Ottawa. Due to the program’s continued success, Choices has expanded into our fifth year of implementation and now services two inner city Ottawa schools.
Recognizing the importance of education in supporting a young person away from potential involvement in the justice system, this program takes place on school property. Programming for both males and females at the junior and senior levels of high school supports their learning and development in three distinct areas: attitudes, values and beliefs; peers and relationships; and social skills.

This is a Correctional Service of Canada Core Program. Its focus is on relapse prevention and it is offered in a group setting in partnership with the Ottawa Parole Office and JHS. It is open to male federal parolees in the Ottawa area in order to provide a continuum of service, from the institution to the community, for those who have completed a core CSC program while incarcerated. Offered at the main site of JHS, it consists of one session offered for 2 hours each week. Generally the program runs for 12 weeks, though it can be reduced to 6 sessions in total for lower risk/needs clients. Participants can take up to 16 hours of programming. Eligibility is based on CSC programs taken while incarcerated. Bus tickets are provided and light refreshments are available. Participation is mandatory. Funding for this program is provided by the Correctional Service of Canada.

The CMP-SO Program is an extension of the Integrated Correctional Program Model (ICPM). The CMP-Sex Offender Program targets men who have been assessed as having a risk of reoffending sexually. The program consists of 12 groups as well as individual sessions.
Each group session is two hours long. The program is designed to teach participants the skills required to reduce risky sexual and harmful behaviours. It also helps participants address their attitudes and beliefs using cognitive behavioural skills. Participants are able to reconsider ways to manage behaviours and develop interpersonal, communication and coping skills.

This program is funded by Correctional Service Canada. Referrals are received from Correctional Services Canada only.

Case management services are also offered through this program which runs 35 hours per week. Minimum requirements are specified on each client’s probation order. All services and supports are provided on a one to one basis and all participation is mandated by the Court.

This program responds to a need for alternative sentencing options for those charged with non-violent offences. It is open to anyone over the age of 18 who have been ordered to perform community service hours by the courts. The intent of the program is to provide an opportunity to repair the damage, while allowing participants to enhance their skills, through participating in work placements at non-profit agencies. Alternative community-based projects may be considered and approved by the JHS staff to accommodate a client’s needs while promoting the successful completion of the program. JHS staff also provide participants with referrals to other organizations, when needed for short-term counselling, as it pertains to their successful placement with an agency. This program is funded by the Ministry of Solicitor General.

This program assists adult men and women who receive community service as a disposition from the courts to complete hours mandated by the court. The program operates at JHS’ main office site for 16.5 hours per week. Each participant completes an intake assessment and services are provided on a one on one basis. Placement organizations are located in the City of Greater Sudbury and include non-profit agencies, individuals who are older adults or physically challenged, and charitable groups such as churches. The JHS coordinator works with and supervises the client to insure that s/he completes their hours in a placement that is suitable and provides the participant and the agency with a meaningful experience. Funding is provided by the Ministry of Community Safety and Correctional Services.

Community Services interventions, for all locations, may include transportation assistance, housing help, life skills programming, income tax supports and free access to computers, phones, and fax machines. In Peel, the funding for Community Services is provided by the Peel United Way, which is renewed annually. Both Brampton and Mississauga locations, in partnership with the Region of Peel, act as Needle Exchange sites, plus both Peel locations have available to clients the Voice Mail Program. Community Services in Halton are funded in part by Milton United Way. The Halton location offers a Substance Use Prevention Program (for youth).
Dufferin also makes available the Dufferin Housing Help Center which maintains a housing registry to assist individuals in securing affordable accommodation that exists in the private rental market. Housing search resource area with internet, telephone and fax is provided. Counsellors are available to support clients through the process. Landlords are provided with free listing service to post rental vacancies and to connect to suitable tenants. Counselling is provided to individuals who are involved, or are at risk of involvement in the criminal justice system and their respective families. The John Howard Society of London and District offers short- and long-term counselling services. Counselling services are offered in-person, or remotely.
The length and frequency of the counselling sessions varies based on clients’ needs and progress. Social workers engage the client in a therapeutic relationship to assess risk and needs and to develop an intervention plan. Clients are assisted in solving problems and developing new coping skills.
Referrals are accepted from all sources including self-referrals. Counselling services are provided at no cost. The program is funded by United Way Elgin Middlesex.

In response to a need identified by JHS to provide crisis intervention services for those being released from custody without support, this service, offered daily (8:30 am to 6:30 pm, Monday through Friday), is open to anyone in the Ottawa area that is in crisis. However, the majority of the clients served have been involved with the criminal justice system and face housing, addiction, and mental health issues. The goals of the program are to respond directly to the client’s presenting need (i.e. food, shelter, transportation, financial, housing, mental health, emotional needs), supporting them through their crisis and then motivating them to address identified core issues through treatment or other interventions on an individual basis. In some cases, bus tickets and taxi chits are issued. Light refreshments are also available and clients are both voluntary and mandated. In addition, condoms are available as are referrals to other community programs or services and advocacy with the Ontario Disability Support Program and Ontario Works when needed. This program is funded by United Way and is renewed annually. It has been running for 8 years and it is anticipated to continue.

In partnership with the National African Integration and Families Association (NAIFA) this program provides coordinated and integrated support services focused on preventing youth from engaging in criminal behaviours. CYP is an African-Caribbean youth centered program for those aged 16 years and older whom are at risk of becoming engaged in pro-criminal behaviours. Through individualized case management and group programming youth have access to positive social and personal development opportunities. Culturally specific programming is incorporated to reduce the over-representation of Toronto’s most marginalized youth. Support is also provided to families and communities that are impacted by youth violence.

This program provides adults charged with mostly minor first time criminal offence(s) with an alternative to the formal court process. The Direct Accountability runs out of the Oshawa Courthouse and is an alternative to formal prosecution for adults 18 and over who have been charged with a minor criminal offence. Individuals willing to accept responsibility for the actions that lead to the charge complete an assigned sanction within an agreed upon time period. Sanctions may include restitution, community service work, charitable donations, attending a program, writing a letter of apology or agreeing to a peace bond. Programming options include Anger and Substance Abuse Prevention and Stop-Shop-Theft programs. Funding is provided by the Ministry of the Attorney General.

The Direct Accountability program is an alternative to prosecution for eligible individuals 18 year or older who have been charged with minor criminal offences. The program involves accused persons being held accountable through community-based sanctions. Some of the sanctions available through the DAP include: restitution, an apology letter, volunteer work, charitable donations, peace bond, and forfeiture of sized property. The accused may also be sanctioned to attend an educational program at JHSoN, such as Anger Manager, Alcohol and Drug Awareness, or Stop Shop Theft. The main goals of the program are to reduce the number of individuals remanded to court, to reduce court costs for trial dates, and to give clients the opportunity to have their charges withdrawn. Initial intakes are completed at the St. Catharines or Welland courthouses or at the JHS office. The Crown Attorney’s office does the screening for each client prior to their first court date and prior to referring them to JHS. Though clients are referred by the courts, individuals may choose whether or not to participate in the program. Funding is provided only by the service fees collected from participants. Funding is provided by the Ministry of Attorney General.

Some of the sanctions available through the DAP include: restitution, an apology letter, volunteer work, charitable donations, peace bond, and forfeiture of sized property. The accused may also be sanctioned to attend an educational program at JHSoN, such as Anger Manager, Alcohol and Drug Awareness, or Stop Shop Theft. The main goals of the program are to reduce the number of individuals remanded to court, to reduce court costs for trial dates, and to give clients the opportunity to have their charges withdrawn. Initial intakes are completed at the St. Catharines or Welland courthouses or at the JHS office. The Crown Attorney’s office does the screening for each client prior to their first court date and prior to referring them to JHS. Though clients are referred by the courts, individuals may choose whether or not to participate in the program. Funding is provided only by the service fees collected from participants. Funding is provided by the Ministry of Attorney General.

This is a diversion program that reduces court time and criminal records for adults. The Crown reviews the charge, screens it for the program, and notifies the accused during court. The accused then meets with a JHS Worker who explains the program, discusses a sanction, and determines eligibility. To be considered for the program an individual must be willing to •accept responsibility for actions that led to the charge; •make amends for their offence through an assigned sanction; •complete an agreement, which outlines the sanctions to be met. If the person successfully completes the assigned sanction, the person will not have a criminal conviction registered. Sanctions can include community service; restitution; charitable donations; or attendance at our Anger and Substance Awareness Program. This program explores anger and substances, their effects on the mind and body, the costs/benefits of substance use, the benefits of change, and treatment options. The program is funded by MAG.

The Crown Attorney will notify the accused on, or before, their first court appearance if they are considered eligible. The accused then meets with the Direct Accountability Coordinator who explains the details of the program and the sanction(s) assigned by the Crown and determines if the individual meets the requirements of the program.
Individuals can also ask their Counsel or Duty Counsel about their eligibility. Participants should ask for legal advice from Counsel about their rights, the benefits of the program and the legal implications of their participation in the program. To be considered for the program an individual must:
• Be willing to accept responsibility for actions that led to the charge;
• Be willing to make amends for their offence through an assigned task or “sanction”;
• Complete an agreement, which outlines the terms of sanctions to be met.

The Direct Accountability Coordinator will meet with the individual to determine their ability and willingness to make reparation for the offence and their suitability and motivation to complete the assigned sanction(s). The Direct Accountability Coordinator will set a time limit for the completion of the agreed upon sanction(s). Funded by the Ministry of the Attorney General.

Since its inception in 1960, JHS has been offering this core service. It is open to individuals who are or who have been in conflict with the law. This program is offered on site at the JHS office (Monday to Friday, 9 am to 4:30 pm and some evenings) and provides support and counselling services. Each participant completes an intake assessment at their first meeting. This three-session program provides individual intervention for both drug and alcohol issues for high school students under suspension for problems in these areas. This free program, operating out of the Brampton JHSPHD office at 134 Main Street North, provides employment assistance to all persons who are unemployed or underemployed. Hours of operation are: Monday to Friday, 9:00 am to 4:00 pm, with extended hours on Wednesday evenings (5:00 pm to 7:00 pm). The Employment Program provides a range of services and supports ranging from self-directed use of the Resource Centre, to individual, customized employment counselling and supports including subsidized and monitored employment placements. Second Career applications comprise a significant part of the service activity. A component of the program is to work with employers in facilitating the matching with job seekers and with successful job maintenance.
Summer Job Services, a separate component of Employment Services, connects youth returning to school (15 to 24 years of age) with finding summer jobs. It is a subsidized wage program whereby employers receive subsidies to provide summer work to students. Employers and students are matched through the program to maximize the learning and the available funding. Transportation and other financial supports may be provided through this program based on identified individual need. All participation is voluntary. Funding for employment services is provided by the Ministry of Advanced Education and Skills Development.

Our Employment Resource Centre is an Employment Ontario funded site that provides general community access to employment and community supports to all ages in Cambridge and North Dumfries. As an Employment Ontario site for Cambridge and North Dumfries, community members can access more direct supports beyond those offered in our Employment Resource Centre. Clients requiring more intensive services register with us and have access to one-on-one service with an Employment Counsellor or Job Developer as well as job coaching support services. We will ensure that clients have an attractive and effective résumé for self-marketing and, in some instances, will make the approach to employers on the client’s behalf. We have limited funds to subsidize the training period of some clients as well as money to assist some clients with limited expenses to begin their employment. We also have occasional specialized programs to assist specific populations. EMPower is a 24-week employment program offered through the John Howard Society of London and District. The program provides 12-weeks of pre-employment training, followed by a 12-week work placement.
The goal of the program is to help individuals develop job-ready skills through pre-employment training. Following the training, individuals will have an opportunity to apply their new skills in a work setting, while gaining meaningful work experience.
Must be 18 years of age or older and eager to get into the workforce to be eligible. Priority will be given to those from Black, Indigenous, and Newcomer communities as well as individuals who face barriers to employment, including justice involvement.

Measures are imposed on a young person (12 to 17 years old) as a pre-charge with the hope of addressing their issues before they have a criminal record. We work closely with officers from the Peterborough Lakefield Community Police Services and the Peterborough County OPP. The young person must take responsibility for their actions which may include: Theft under $5000, mischief, possession of narcotics, shoplifting, and minor assault. The young person is referred to the agency by a police officer, who then meets with one of our youth workers to determine the outcome. Outcomes may include: counseling, attending a workshop (shoplifting, Anger Management), a letter of apology, or other work (project/presentation) related to the crime. Low-risk youth 12 to 17 years old (referred by police) who have committed an offence are referred by City Police. After discussing the incident with a counsellor, the youth chooses an appropriate meaningful consequence and within a few weeks reports and verifies its completion. If the youth shows signs of being at higher risk of re-offending, referrals are made to appropriate community resources. We believe in the prevention of crime by providing intervention for individuals who are at risk of becoming involved in criminal activity. The Extra Judicial Measures program allows us to assess the youth for risk factors, then provide or refer them to appropriate community services. There is no funding for this program.

This program provides an opportunity for youth who have committed minor offences to take responsibility for their actions and make amends to the community. Some youth are required to meet with a community panel to develop a contract that may include such things as restitution, letters of apology, essays, attending special programs and performing volunteer work. Others are referred directly to one or more educational workshops on: Preventing Property Crimes, Understanding Anger, Get Connected, and Drug and Alcohol Awareness. These workshops educate youth about making good choices and thinking before acting. They also stress the development of decision-making skills, moral reasoning, victim empathy and dealing with negative peer pressure.

Youth are referred to Extrajudicial Measures program by police (pre-charge) or to Extrajudicial Sanctions by the Crown Attorney (Post-charge). The latter are seen by Youth Justice Committees, which are comprised of community volunteers who have been trained under principles of the Youth Criminal Justice Act. This program is funded by the Ministry of Children and Youth.

This program is intended to assist adults who are having difficulty finding, obtaining and maintaining employment due to a criminal record. FECR will provide individuals with an opportunity to obtain the tools necessary to succeed in the workforce. The program is available to males and females 18 years of age and older. The program is offered 3 days a week for 4 weeks. Each session is 3 hours in length. Program topics include: Overcoming barriers to employment, discussing gaps in employment and finding work with a criminal record, positive communication in the work place, and emotion management and stress management. Guest speakers from employers, and other John Howard staff compliment the workshop. The facilitator also creates the opportunity to spend some of the group sessions in local employment resource centres. Currently, the program is offered in Barrie, Orillia, Collingwood, and Midland.

The Halton Youth Justice Committee involves victims and communities in finding ways to help young people who have committed minor offences by accountable for their actions.
A Youth Justice Committee meeting brings together a young person between the ages of 12 and 17 who is alleged to have committed a low-risk offence, his or her parent(s) or guardian(s), the victim, and trained members of the community. Together, they negotiate an appropriate way (sanctions) for the young person to make amends for his or her actions. Typically, sanctions include an apology, community service hours, an essay or research assignment, and attendance at workshops, such as shoplifting prevention or anger management. This program is funded by the Ministry of the Attorney General.

Based on the youth’s substance use level, motivation to change, and other significant strengths and risks, the most appropriate intervention is determined.

Currently experiencing homelessness (unsheltered, emergency sheltered) and have within the past six months spent 30 cumulative nights in a provincially-funded institution. OR,
Currently in a provincially-funded institution for 30 days or more and prior to entering the provincially-funded institution had been homeless (unsheltered, emergency sheltered) for six months, and is likely to be homeless upon discharge.
We provide help finding housing and intensive follow up supports to these clients.

JHS Ottawa, in partnership with the City of Ottawa, provides individualized targeted housing supports to chronically and episodically homeless men exiting correctional institutions and other facilities. The program is strength- based, and low –threshold in that there is no prerequisite for participation beyond a history of homelessness. Men released from jail, correctional centres, and federal institutions, including those released at court through the forensic services of the Royal Ottawa Mental Health Centre are eligible for this program. In-reach services are provided at justice setting in Ottawa (including the courts, the remand centre and residential facilities) and referrals are accepted by phone and correspondence from provincial and federal institutions. The goal of the program is to divert moderate to high-acuity homeless men away from long term shelter stays by linking them to stable housing and supports of their choice in the community.

These services are provided to inmates (and their family) who are in custody in the Central North Correctional Centre, Fenbrook Institution and Beavercreek Institution. Its goal is to assist individuals in their search for viable and sustainable post release and resettlement options. Services are offered by phone from the JHS’ main office site and in the institutions listed above. Case Management services are provided by JHS staff via monthly visits to all three institutions. Follow up and correspondence is completed every Friday and much follow up work is done at the Barrie office. On Tuesdays, collect calls from inmates are accepted. It is important for those in custody to maintain strong links with their community during incarceration. The John Howard Society of London and District offers weekly visits to the Elgin Middlesex Detention Centre to provide individuals with information, counselling, advocacy and assist them with planning for a successful release.
Incarcerated individuals may place a request with the guards on duty to see a worker from the John Howard Society. Referrals are accepted from any source, including family, friends, community members and an individual on the range. Collect calls are accepted from all provincial and federal institutions. Support letters can also be provided to assist individuals in planning for their release.

This program assists adult males and their families in both Maplehurst and Milton (sentenced and remand) and in the Ontario Correctional Institute (OCI) in Brampton (sentenced) to prepare for successful reintegration and release to their home community. Working within the institutions, JHSPHD also ensures humane and lawful treatment of prisoners in keeping with Canadian and International standards prescribed by the UN Conventions. Referrals are made and information is provided to best support an individual’s release plan. A staff person attends on a weekly basis at Maplehurst and OCI to meet directly with inmates based on their written requests for an interview. Services to inmates from any institution are available Monday through Friday by telephone or regular mail. Collect calls are accepted. All participation is voluntary.

Accused persons on remand and awaiting a bail hearing or a bail review, who are housed in Maplehurst, may put in a request to be interviewed as a candidate for Bail Supervision.
A staff person visits Maplehurst weekly to interview those who have submitted these requests. Inmates are also able to make inquiries regarding eligibility, by telephone, any day of the week. If they meet criteria, they are able to begin the application process.
Funding for the pre-release program is provided by the Peel United Way, as part of the base funding for the Society and has been in place since about 1980. Funding for the bail verification and supervision programs is provided through the Ministry of the Attorney General.

Since its inception in 1960, JHS has been offering this service to men who are incarcerated at the Sudbury jail. This program provides intensive case management services to residents housed under the Urgent Homelessness Program with the city of Sault Ste. Marie. This program has been running for 5 years and is open to individuals 18 years of age and older who are sentenced to orders of probation. It involves two services: one is court intake and the second is low-risk probation supervision. The main goals of the program are to enhance probation and parole office supervision services through the use of qualified, trained volunteers, in an effort to further increase public safety. In addition, the program facilitates community volunteer involvement in the field of corrections and exposes probationers to an array of positive role models from the community in an attempt to deter future criminal behaviour. Volunteers assist probation and parole officers with various duties associated with casework and court functions in order to enhance service efficiency.

Initial intakes are completed by probation officers at local probation and parole offices. The program has a case management and counselling component and runs for 35 hours per week. Clients are required to appear for ongoing scheduled appointments as stipulated by their probation orders. Intake assessments are completed at the St. Catharines courthouse. Clients are referred by the courts. Another facet to this program is our Volunteer Services Program which operates out of the local institution. Volunteers work with inmates on a one on one basis, focusing on their reintegration needs and plans. The program is funded by the Ministry of Community Safety and Correctional Services.

This program helps adults to develop and apply communication, numeracy, interpersonal and digital skills to achieve their goals. The Learning Alternatives Program serves learners who have a specific path to successfully transition to employment, postsecondary, apprenticeship, secondary school, and increased independence. The Learning Alternatives Program creates individualized learning plans and provides flexible scheduling to support participant’s needs and goals for success. The program runs its own small social enterprise, a snack bar/coffee table within the Oshawa office. Proceeds fund special celebrations, program supplies and class trips. Funding is provided by the Ministry of Advanced Education and Skills Development.

In operation since 1995 and in response to the closure of most jail libraries across the province, this program, open to all inmates at the Sudbury jail, provides books and magazines to those who are in custody. This service is available during two evenings each week when books are distributed in a one on one format by JHS volunteers who take a cart filled with books to each range for the inmates to choose from. Funding for the program is provided by the United Way of Sudbury and Nipissing Districts, through Bingo fundraisers and financial donations from individuals, community businesses and private foundations.

The Maple Keys classroom provides a unique and alternative learning environment for youth who have been suspended/expelled, are on probation, have current involvement with the criminal justice system, or who otherwise are high-risk to themselves and others. Youth are supported as they work on earning high school credits with the goal of graduation. When ppropriate, youth are assisted in preparing to return to mainstream school.

The Mental Health and Addictions Peer Support (MAPS) Program is staffed by Peer Support Workers, who are individuals with lived experience, and will work with you one-on-one to explore recovery goals and help connect you with community supports and services. MAPS provides connections to mental health services, addiction services, housing supports, cultural resources, accessing OW & ODSP, and more. Peer Support Workers can also support you in attending probation, court, and counselling appointments, and developing harm reduction plans. New Leaf Program (NLP) is a men’s anger management group geared toward individuals age 18 and up. The Non-Residential Attendance Centre (NRAC) is a non-custodial sentencing option as identified in the Youth Criminal Justice Act, and part of a continued plan from the Youth Justice Division of the Ministry of Children and Youth Services to decrease reliance on custody, and further intensive community-based interventions.

The goal of this program is to reduce offending behaviour by targeting specific risks demonstrated by youth through intensive counselling and programming. This program is intended for moderate- to high-risk youth who require intervention in multiple criminogenic need areas.
Youth Justice Probation Officers are the sole referral source to NRAC. They refer youth to NRAC under a general counselling condition or a specific court-ordered NRAC condition. Youth involved with NRAC are assigned a counsellor for individual work and attend group programming that targets the factors placing them at greatest risk to re-offend.

The Attendance Centre staff will complete an individual assessment for each young person at intake to assess static and dynamic risk factors for recidivism as well as strengths and protective factors in the young person’s community, family and self. The assessment tool is the Youth Level of Service/Case Management Inventory (YLS/CMI). The Probation Officer will also provide a copy of the Risk/Needs Assessment as well as any other relevant information concerning the client. An Individual Case Management Plan will be developed based on the completed assessment tools and input from all relevant people in the young person’s life. The case plan will state which risk factors the client will be targeting while participating in the Attendance Centre, as well as the Protective Factors that the Attendance Centre will assist the client and the family in strengthening. The Individual Case Plan will also identify at least two goals that the client will be working towards while participating in Attendance Centre programming and the frequency of service. Attendance Centre staff will provide the Probation Officer with a monthly update report, outlining the hours the client has completed that month, what work the client has done towards their goals and any concerns or further recommendations the staff may have concerning the client. A termination report will also be completed for the client upon termination from the program (successful or otherwise), and a copy will be provided to the Probation Officer. Attendance Centre staff will promptly notify the Probation Officer of a client’s failure to attend. Operating in a large rural area, Attendance Centre staff will be sensitive to the socio-economic and geographical needs of all clients, and provide assistance with transportation and if needed travel to the client and meet at a community operated facility such as a private room in a library close to the client’s home. Programming will be: • Based on Cognitive Behavioural principles and interventions, best practices, consultation, and evidence • Considerate of cultural diversity of clients, taking language and cultural needs and practices into consideration when developing case plans • Integrated with other services within the community through appropriate referrals made by the Attendance Centre to other existing services in the community • Designed to create and enforce positive community connections for the clients and their families

Offender treatment is available to those individuals recently discharged from a correctional institution and needing support with program maintenance, community referrals, navigating, and integrating their way into the community. On a fee-for-service sliding scale, supports can include managing emotions, problem-solving/decision making, coping with stress and mental health, and relapse prevention. These services are essential to the success of those returning to our community following incarceration in the Prison System. Individuals who are assessed as being at high risk for becoming justice-involved and living problematic, anti-social lifestyles are candidates for these supports. Due to the demand for this support, there may be a waitlist. Higher-risk individuals will be given priority.

JHS partnered in October 2014 with United Way to meet a need in our community to improve services/referrals to those people living in the downtown area, toward employment, schooling, and support services. The Options Navigator position works primarily on the Community Wellness Bus, a mobile service that assists individuals with a multitude of supports such as housing, harm reduction, and medical care. The Options Navigator reaches residents in the area through walkabouts and speaking to residents about their needs to enable them to gain further skills toward employment/schooling and meeting basic needs. There are significant barriers for many people who live in the area such as addictions, mental health, housing, employment, etc. therefore many people require follow-up after referrals are made. The Options Navigator, therefore, needs to develop trust with the neighborhood, while providing ongoing support. This program is funded by the United Way.

The Peer Assisted Learning (PAL)Program provides peer support to participants of the Direct Accountability Program (DAP). The PAL Program involves completing up to 6, 1.5-hour individual sessions with a Peer Support Worker. During these sessions, participants may: share their own personal experiences, and when it may be helpful, hear the personal experiences, recovery, and self-care experiences of their Peer Support Worker; explore available options to help make decisions, define their recovery goals, and develop harm reduction plans; identify ways in which they can feel more connected to community supports; receive crisis support and culturally appropriate referrals to services correlating to mental health, substance use, and homelessness issues; and receive accompaniment to various appointments such as court appearances and counselling.

The Partner Assault Response (PAR) program is a court-ordered program to address intimate partner violence. The objective of the program is to promote non-violent behaviours and non-controlling attitudes in individuals who have assaulted their partner. The program challenges participants to recognize and accept responsibility for their behaviour and encourages them to examine their belief systems about power and control in intimate relationships.

This 12 week group program serves men and women who have been charged with domestic violence and assault. Each weekly session is two hours in length. Referrals are only accepted from the courts and probation. PAR is a psycho-educational program using various theories based on power, control and equality and assists participants to develop strategies for achieving healthy relationships. Fees for this program are based on a sliding scale ($120 to $360 for 12 weeks). The program is offered remotely and on-site.
The women’s group is separate from the men’s and utilizes a curriculum specific to the needs of women. All participants complete an intake assessment prior to beginning the program. In addition, JHS also provides the program in Bancroft. Clients requiring additional counselling are referred to other agencies in the community though some one on one work can be done outside of the group. Partner support is also provided. Funding is provided by the Ministry of the Attorney General.

This program is provided at the JHSWW Kitchener office only for Kitchener-Waterloo and the townships of Wellesley, Wilmot and Woolwich. It is geared towards helping individuals who have been abusive in their intimate partner relationships recognize the impact of abuse and grow in skills to prevent abuse and maintain healthy relationships. Both men’s and women’s groups are provided and both cover similar themes. Partner contact is provided for all of the groups. Programs are 12 sessions in length with continuous intake and groups running concurrently. Funding for this program is provided by the Ontario Ministry of the Attorney General, Victim Services Division for court mandated clients (PAR) and the Kitchener-Waterloo United Way for other referrals (Healthy Relationships).

The John Howard Society of London and District offers the Partner Assault Response (PAR) Program in Huron County and Perth County. The PAR Program is a Domestic Violence Court initiative. The PAR Program is a 12-session group intervention that provides participants with an opportunity to examine their beliefs and attitudes towards domestic violence and learn non-abusive ways of resolving conflict within a relationship.
The program also assists victims/partners by reducing their isolation and providing information that will help them to make informed decisions about their safety and their relationship.

Based on models designed in Saskatchewan and West Virginia, this program is open to couples who have experienced domestic violence in their relationship and who are committed to remaining together. The men must have previously participated in a PAR domestic violence program (see above). Most participants have Family and Children’s Services involvement. The goal of this group program is to assist couples in becoming more supportive of one another through better communication and improved understanding of each other’s perspectives. The program entails 12 sessions. The intake/assessment interviews and group sessions are co-facilitated by a staff person from Family and Children’s Services and by a staff person from JHSWW. Assistance with transportation and child care is available when needed. Participation is voluntary. Funding is provided by The Ministry of Community and Social Services.

This program was developed as an expansion of our Options Program on a fee-for-service basis. Since 1985, we’ve offered essential skills to individuals and groups who could benefit from greater communication and problem-solving skills. We recognized their value for those in the workplace or in pre-employment. An Individual workshop or a combination of workshops can be presented based on identified needs and goals. The following workshops can be offered to a variety of target audiences in person or virtually, based on their schedules; rational vs irrational thinking, assertiveness, decision making/problem solving, managing emotions, stress management, and goal setting. Our success in helping others to understand themselves and others has proven that we need to continue our efforts in reaching community members and provide skill-building and support so that our community can be safer and healthier.

What makes our program different, but successful is that we use Youth Peer Mentors with lived experience to work with ALL youth around Hasting’s County to help them see the potential in themselves to continue their education using a trauma informed lens. Our Peer Mentors grow up in very similar circumstances that many of the youth we work with experience personally, which allows them to work with the youth in a more personalized way. From there, Peer Mentors can also become a bridge to community resources available for youth using a plan they determine, through coaching, to overall support their transition and overcome barriers that impact their ability to succeed.

Personal service work is an activity or set of activities comprised of tasks to be performed by the young person without remuneration that can be seen to serve a specific short- or long-term benefit to both the young person and the community. This work also supports accountability of the young person, provides an opportunity for the young person to recognize their skills and abilities and encourages constructive use of leisure time. The purpose of this program is to connect individuals at various stages of reintegration with needed supports and services. The program assists those in conflict with the law, or at risk of coming into conflict with the law, as well as any members of the community who find themselves in a crisis situation. The program helps clients address financial, housing, treatment, and employment needs; and, provides advocacy and support in crisis situations through referral and follow-up with social services, shelters, landlords, employment and training programs, and treatment resources.

Since its inception in 1960, JHS has been offering this service to men who are incarcerated at the Sudbury jail. JHS staff provide individuals with assistance on a one on one basis to develop discharge plans for their release from custody. This service is offered one to three times each week, depending on the availability of space at the jail. All participation is voluntary. Funding for this program is provided on an ongoing basis by the United Way of Sudbury and Nipissing Districts, through Bingo fundraisers and financial donations from individuals, community businesses and private foundations.

Quantum is a long-term, multi-component intervention program aiming to reduce dropout rates and delinquency in students facing challenges as they enter high school. This is a paid Employability Skills program through Work Placement for individuals between the ages of 15 – 30, not attending school, and not collecting employment insurance and are having a difficult time securing employment for various reasons. The program runs for 16 weeks. Youth will have 3 weeks of in class pre-employment sessions and 13 weeks in job placements at Wendy’s restaurants across the Niagara Region. During the final 13 weeks, the youth will return for one daily workshop which will focus on life skills to support them beyond the end of the program.

This is a free service, provided by JHS to all members of the community requiring assistance to complete a record suspension application. A Record Suspension, formerly known as a Pardon, allows those who were convicted of criminal offences and have completed their sentences to have their criminal record removed from the Canadian Police Information Centre (CPIC) database. Obtaining a record suspension can help you to access employment, volunteer, and educational opportunities more easily, and to better reintegrate back into your home communities. The process to obtaining a record suspension can be difficult to navigate. Through our Reintegration Program, our Reintegration Workers can help you determine your eligibility for a record suspension, and can assist you with navigating the various processes, and drafting your application.

John Howard Society has been assisting people to complete Record Suspension applications since 2006 on a fee-for-service basis. The program provides inmates in the Ottawa Carleton Detention Centre with assistance in obtaining personal identification including birth certificates, Ontario Health Cards, and social insurance cards. In addition, JHS staff conduct substance abuse assessments to facilitate acceptance into treatment programs for inmates who will be facing addiction issues at the time of their discharge. For those inmates facing mental health issues, JHS staff liaise with the correctional psychologist, mental health nurse, and the Centre for Mental Health and Addiction to develop release plans. In order to address the key housing needs facing many ex-prisoners, a comprehensive inventory of housing resources that includes pre-screened rooming houses is maintained. Also, office reporting opportunities for discharged inmates to ensure follow-through with release plans are also provided.
The program is delivered in partnership with the Ottawa Carleton Detention Centre and operates Tuesday to Friday, 8:30 am to 4:30 pm. An individualized intake assessment is done with each client. Bus tickets and taxi chits are available and all participation is voluntary. Funding is provided by the Ottawa Carleton Detention Centre.

The Reintegration Program supports adults involved with, or at risk of involvement with, the criminal justice system reintegrate back into their home communities in York Region. Support is provided through: case management; immediate temporary housing options with support to secure stable housing; and help with immediate basic needs and housing start-up support. The APIC Model and gendered-responses and approaches are followed while supporting participants through the program. Through this program, we can also help determine your eligibility for a record suspension, formerly known as a Pardon, and can assist you with the application process. This program is ideal for those 18 years and older who are residing in, or planning to reside in, York Region. Funding provided by United Way Greater Toronto and is available to you at no cost. Our staff and peer support workers are available to provide connections and warm referrals to vital services and programs, within the John Howard Society of Toronto and across the city. We provide clothing, food/snacks, TTC tokens, a place to check emails or charge cell phones, and the opportunity for clients to be accompanied by a peer support worker in the community. The Remote Aboriginal Intervention Program works in partnership with First Nation Communities to assist youth in conflict with the law. The program is currently delivered in Eabemetoong, Weagamow, Webequie and Long Lake #58 First Nation.
Each community has a Remote Community Intervention Worker (RCIW) that works closely with youth to support them through their completion of court ordered sanctions. The RCIW will facilitate culturally appropriate programming and activities that engage youth in addition to promoting positive responses to the challenges the youth face in the community. Our Aboriginal Youth Counsellor provides clinical counseling to youth referred to the program by the probation team. Some key components and goals of the program include:

Responsivity to Aboriginal Cultural Issues:
• To develop, organize and involve young persons in appropriate community program activities (i.e. community service orders, restitution and extrajudicial sanctions), encouraging the use of more traditional alternatives wherever possible.
Community Development:
• To develop community awareness and provide input and participation in community youth justice program activities.
• To model positive behaviour in the community and strive to engage clients in activities that will benefit the community as a whole.
Support Services:
• In conjunction with the Case Manager, assist in the referral of youth to appropriate agencies, programs and services for support, treatment, counseling, etc. in accordance with the Case Management Plan.
• To assist with discharge planning for young persons in custody, including the provision of information relevant to reintegration leaves or discharge plans.
• To assist referred youth to develop short- and/or long-term plans/goals related to the Case Management Plan.
• To act as a community contact for ongoing communication between the Case Manager and community representatives.

Structured and supportive residential services for youth age 15 to 24 (Oshawa and Whitby locations). Participants benefit from learning about budgeting, time management, menu planning, job keeping, food preparation, communication skills, goal setting, problem solving, decision making and more. Each participant has an individualized action plan and counselling support. Funding is provided by the Ministry of Children and Youth Services and the Region of Durham Housing Services.

The JHS residence offers interim housing to nine women and 39 men in our rehabilitative treatment facility. These individuals are currently involved or at risk of becoming involved in the Criminal Justice System.
By providing a safe place to reside, individuals are confident that their basic needs will be met and they can focus on addressing the underlying factors that have put them at risk. We develop care plans for each residential client using evidence-based criminogenic risk assessment tools to ensure that each plan not only addresses problematic behavior, but builds on strengths the client already has, and that will protect them against future criminal involvement.
Areas we address in risk assessment and care plans include resident’s criminal history and history of violence, strength of family relationships and social networks, ability to access financial and other resources, history of substance use, employment and vocational history, educational background, social and cognitive skills, and mental health status. Addressing these underlying factors through assessment and specialized programming helps to equip our residents to maintain housing, avoid (repeated) conflict with the law, build stronger relationships with their families and communities, and further their educational and vocational goals.
The JHS residence is also a Community Residential Facility for the Correctional Service of Canada. Currently there are eight rooms accessible to individuals on Federal Parole in Thunder Bay. Each client is responsible for attending regularly scheduled meetings with their case worker as part of their conditions of residence. Case managers monitor each client’s progress toward the goals laid out in their care plan and collaborate with community service providers to make appropriate referrals on a case-by-case basis.

This fee for service program originated from the New Leaf Program developed by JHS-Windsor-Essex. Program fees are based on a sliding scale. The program has been offered for more than 15 years to adult males and more recently to young persons (age 16+ years). The target groups are males, ages 22 and up for the adult program, and for youth, 16 to 21. The program teaches participants self-regulation and self-management skills that allow them to reduce the intensity, frequency and duration of their anger and subsequently, ends their patterns of aggression.
Offered on-site in all of Peel, Halton and Dufferin locations, the program has a Case Management component and consists of 12 group sessions with 1 to 3 pre-group meetings for intake and assessment purposes. The program includes a follow-up component. Participants must complete all sessions in order to receive a certificate of completion. Eligibility is based on the outcome of an intake assessment. Participation is voluntary, although most are seeking a program based on a required outstanding sanction (court, workplace or medical recommendation) that requires that a program be completed. Funding for this program may be provided in part by the United Way, by the user fees charged or through Ontario Works.

This cognitive-behavioural training program is designed to reduce anger, violence and emotional loss of control among youth, 13 to 24 years of age. The goal of the program is to provide youth with information about anger and other emotions and to teach them the skills necessary to reduce the frequency, intensity and duration of anger episodes. Facilitators will use psycho-educational instruction, role plays, discussions video and audiotapes, practical exercises, and homework exercises/assignments to convey new knowledge and skills to participants. This program aims to resolve in-school conflicts through peer mediation, while supporting students experiencing mental health issues. It encourages youth to be accountable for their behavior while encouraging pro-social outcomes.
The On-Track Program offers support for mental health and addiction concerns, and teaches problem solving/conflict resolution skills. Youth attending the high schools are trained as Peer Mediators and assist in finding a resolution to problems and conflicts that arise between students. The coordinator of this program helps students develop their skills as mediators, and forges partnerships in the community to ensure youth have access to support services.

The Saint John Bosco Achievement Centre (JBAC) is a program provided in partnership with the Ottawa Catholic School Board and youturn youth support services. Our shared vision is to provide a unique and specialized educational program to justice-involved youth that matches their needs and complexities.
The goal of this program is to reduce youths’ risk of ongoing and future involvement in the justice system by supporting their educational achievement and, subsequently, their vocational interests and success; and increasing their participation in positive and structured activities. These are two areas in which these youth have typically experienced significant struggles.
The program staffing model, supported financially through the Ottawa Catholic School Board and the Ministry of Children and Youth Services, includes one full-time teacher and one full-time youth counsellor. JBAC is affiliated with Immaculata High School.

Communicating Our Perspectives and Emotions Successfully (COPES) is a school-based program for students who have displayed impulsive and aggressive behaviour within the classroom and as a result, have difficulty interacting appropriately within a school setting. Working in small groups over a period of 8 to 10 weeks, the program attempts to assist these students to develop coping skills to better handle stress and to increase their awareness of the causes and consequences of their behaviour. Youth enhance their problem solving skills, learn productive ways of managing their anger, and are better able to understand their emotions and control their behaviour. COPES is designed for youth aged 12 to 16, and is currently offered in senior elementary and high schools, as well as community settings. This program is funded by local United Ways.
Bullying Prevention/Social Competency Programs offered to primary and junior grades are intended to empower children to prevent bullying, and when it occurs, to identify it as such and be able to intervene and obtain appropriate assistance to prevent it from escalating. Topics covered include: general information about bullying, self-esteem, assertiveness, problem solving, understanding and appreciating diversity, understanding feelings, communicating effectively, building empathy, cyber-bullying, and being a friend. Sessions include role-playing, games, activities, stories, songs and puppets. Separate content has been created for primary and junior grades and content aligns with Ministry of Education curriculum requirements. Sessions are offered over a few weeks to multiple classrooms in the same school to promote school-wide gains. An evaluation study completed in 2016 showed the program has positive impacts for children in changing both cognition and behaviour. This program is funded by local United Ways.

STHS provides support to individuals and families who are involved in or effected by the sex trade to maintain long term housing stability through voluntary, coordinated and unique individual and group focused support services designed to increase their social, life, and employability skills. This program assists male, female, and transgender sex trade workers in the Durham Region who are homeless or at imminent risk of homelessness. It is inclusive of youth, adults, persons with disabilities, persons with addictions and mental health issues, persons involved with the criminal justice system and victims of domestic violence. An individual who occasionally trades sex for cash, shelter, etc. may not view themselves as “a sex trade worker.” This person is still eligible for the program. Referrals can be made to the Outreach worker who will then complete an intake. If appropriate for service, an individualized service plan is created. The STHS is funded by the Government of Canada’s Homelessness Partnering Strategy Outreach Communities Initiative, through the United Way of Durham Region.

This program provides daily on-site support to the shelter residents to reduce emergency shelter living, and increase the likelihood of long-term housing retention. This service differs from a victim awareness service in that it deals specifically with shoplifting as a criminal act and not just an action against another person/group/organization.
This service consists of an initial assessment with each person referred to the service. This is followed by a group session and a follow up contact one month after the group session. The group session does have aspects of awareness of the victim but is primarily concerned with shoplifting as an act that it wrong and must cease. Presentations at this session are made by a representative merchant or merchant association that that provides hard data about shoplifting and its effects for the merchant. The objective of this program is to allow young offenders free access to music equipment with the assistance and instruction from seasoned musicians. This setting will allow participants to learn at their own pace and form a team with other youth that share common interests. Young persons, ages 10 to 17, alleged to have committed an offence or who are at risk for criminal involvement can participate in this program. The participants form a rock band from the outset and then play at community events. The Sudbury Youth Rocks Music Program allows its members to give back to the community in a positive way and offer a rewarding environment for youth at risk. This is the second component of the new Youth Job Connection (YJC) program, which launched in October, 2015 to provide youth experiencing multiple and/or complex barriers to employment with more intensive employment supports beyond traditional job search and placement opportunities. YJCS provides summer, part-time and after-school job opportunities for high school students, aged 15 to 18, who are facing challenging life circumstances and may need support transitioning between school and work. YJCS complements the year-round component of YJC, which is aimed at youth aged 15 to 29 who are not in employment, education or training and are experiencing multiple barriers to employment.

The John Howard Society of London and District has collaborated with the City of Stratford Social Services Department, Choices for Change, Optimism Place Women’s Shelter and Support Services and Stratford/Perth Shelterlink to offer the Supported Housing of Perth Program (SHOPP). The program is a highly collaborative Housing First program serving the City of Stratford, Perth County, and St. Mary’s. The program provides housing assistance and wrap around support services to people who are experiencing homelessness.
The program assists participants with housing stability and social inclusion, and offers mobile intensive case management services, portable housing allowances and other supports as necessary.

The Taking Charge Program (TC) consists of ten, one on one/or group counselling workshops (one hour each) for women age 18 and up. In response to a need identified by JHS’ Board and staff with encouragement from the Ottawa Police Services, three residences are available to provide monitoring and support for ex-prisoners who have been determined to be “high risk/need releases.” A total of 46 beds are available, including 37 independent studio apartments and 9 rooms where residents share kitchen and bathroom facilities.
The goal is to provide safe, affordable housing for the period immediately following release, during a time of crisis, or while completing Drug Treatment Court, sex offender or mental health treatment. While providing residents with stable accommodation, JHS staff work with individuals towards longer term housing and employment related goals. Residents are expected to pay $340 per month in rent from their Ontario Works benefits. Monitoring and support is available 24 hours a day, 7 days a week, with periods of residency ranging from three months to several years. There is also a follow-up period of support for at least 3 additional months. Residents move on when their conditions of release permit them to do so, and when they find safe, affordable housing.
Current funding includes per diem contracts with the Correctional Service of Canada (20 beds), Ministry of Community Safety and Correctional Services (14 beds) and Ottawa Drug Treatment Court (4 beds). The funding is secure and negotiations are underway to include a mental health per diem contract.
Assessments and case planning are conducted and all services and supports are offered on a one on one basis. Residents may also be escorted by staff to medical or treatment appointments and some bus tickets are available. A food bank is accessible to all residents who may stay voluntarily, although leaving the residence would cause problems with both the drug treatment court judge and probation/parole supervisors.

This free program responds to an identified need in the community for “drop-in” literacy services for those who do not wish to register in a formalized program. It is open to people who are homeless or at risk of becoming homeless, including individuals living in poverty, facing mental health issues and/or learning disabilities. The focus of the program is on skill acquisition and the provision of literacy help to those that do not ordinarily have access to any educational services. These sessions may take place in both one on one and group formats.

Situated in the courthouse in St. Catharines, this program provides an intake, information, referral and scheduling service for the Youth Probation office in St. Catharines. The Volunteer Court Intake Worker meets with the client directly after sentencing and completes an intake with the client, including processing the court acknowledgement document and setting up a next reporting date with their probation officer. Clients are directly linked to their probation officer through this service and provided with clear reporting instructions. This program alleviates the drop in traffic to the probation office and facilitates a seamless delivery of service for the offender directly after court.

Windrose (WR) Supportive Housing provides affordable accommodation and support to homeless or unstably housed young woman (and their children), ages 16 to 24, who are justice-involved or at risk of being so.
WR provides young women an opportunity to access safe accommodations and utilize on-site supports to assist with their life goals. Through these on-site supports, young women are assisted in actively addressing their specific personal, social, vocational, and health-related needs. As well, they are supported in developing the resources, including skills and attitudes, necessary for a successful transition to adulthood. Young women who live at WR will have the responsibility of rent. All units at WR are one-bedroom units.

The group offers women an opportunity to receive support through emotional crises, evaluate their relationships and receive relevant information about the criminal justice system. Through involvement with the group, women build friendships with other women and feel less socially isolated.

This program assists anyone in the community seeking employment and who is in need of work boots. These boots, provided at the St. Catharines’ office only, are used (steel-toed) and donated by the local General Motors plants. Individuals are often referred by local employment agencies as well as from other JHS programs. The main goal of the program is to eliminate one of the barriers to securing employment by providing proper footwear for the job. Access to these boots may be at any time during the regular 35 hour agency work week. Support and referrals to other services are offered as needed.

The Youth Counselling Program is designed to build strengths, resilience and coping skills among youth. Through individualized one-on-one support, the Youth Counselling service provides free weekly sessions for youth to discuss issues affecting their lives. The counsellor will work collaboratively with the youth to enhance their understanding, overcome their challenges and meet their goals. JHSB has received an Ontario Labour Market Partnership (OLMP) grant to work with Youth, Employers, and Community Partners to help improve success in employment for barriered youth.

The Youth Employment Pathway project fosters collaboration between employers, youth, and service providers at all levels. Through this process, we will:
• Learn from youth what barriers exist to obtaining meaningful employment
• Learn from employers about challenges they face and best practices in hiring, training, and retaining youth
• Learn from community partners who support youth in Hastings and Prince Edward Counties.
• Develop a series of powerful videos that will showcase youth with lived experience who have been successful in further education and employment.

These videos, as part of the youth training, will send a clear message of support to the youth and how they can be successful, too. This project is youth driven and youth led. Youth will be helping us to plan all aspects of the project. Our Youth Peer Mentor Program be involved in all areas including developing a series of videos targeted to youth. Youth who are involved will:

Receive training or support to help youth become employment ready or obtain a job.
Hear from and learn from employees about the important skills, attributes and behaviours that will help youth find and maintain jobs
Provide feedback to employers on what types of support would be beneficial
Employers will help inform and plan our project. Our Employment Pathway team will connect youth with lived experience with employers to help problem solve, develop resources and positive connections. Through this process, we will develop a series of powerful videos that will showcase youth with lived experience who have been successful in further education and employment. These videos, as part of the youth training, will send a clear message of support to the youth and how they can be successful, too.

The Youth Empowerment Program supports youth (males and females) aged 12-18 in developing leadership skills, critical awareness and opportunities to positively impact their own lives. The youth are involved in the design and implementation of the program activities, thereby “sharing power” with adults. The program assists youth to develop skills through exploration of teamwork, cultural diversity, critical thinking, peer relationships, family relationships, bullying, racism and other issues. The youth are introduced to positive role models through interaction with staff members and volunteers.
This program is funded by the Westminster College Foundation.

Provides a variety of supports to youth aged 16-24 as they leave the care of CAS and transition into adult services. Counselors work with youth to connect them with education, employment, housing, health services, legal services, and other supports in their communities. This skills and goals based program guides young people towards healthy independent living.

There are only 50 Youth in Transition Worker positions in Ontario and they serve transitional aged youth coming out of the child welfare system who may or may not be justice sector involved. This program was launched in 2014. JHSWW completed for a contract to provide the program and is pleased to have been selected to deliver the program. JHSWW was one of the first agencies to have it up and running.
The program foregrounds individual coaching and psycho-educational supports for preparedness for successful transition into adulthood. Thus, the worker fosters the development of skills and strengths necessary for independence, including skills necessary for making smart, healthy and informed choices. More specifically, coaching and support addresses one or more of the following as needed using a client-centered, strengths-based approach: obtaining and keeping stable and safe housing, securing and maintaining employment, pursing the completion of secondary school credits and pursuing additional education or training, developing personal financial literacy and management skills, building healthy interpersonal relationships, and the importance of developing skills and engaging in activities that promote wellness (i.e., mental and physical health). Where required, support includes referral to and building confidence for clinical services to address early trauma. This program is offered in Waterloo Region and funded by the Ministry of Community and Social Services.

The YIT Worker encourages, supports and coaches the individual within their process of transitioning to adulthood. It is all about moving forward positively toward adulthood. Youth Job link (YJL) is designed to help youth, including students, aged 15 to 29, who do not face significant barriers to employment but could benefit from some extra help to plan their careers and transition to the labour market. YJL has been integrated into the Resource and Information component of the Employment Service, but features expanded, youth-focused offerings including career exploration and career management workshops as well as job search, readiness and matching assistance. While these services will be offered year-round, the majority of youth are expected to use them to help find summer employment.

Trained community members who meet with victims, youth 12-17, accused of minor, non-violent offences and their parents, to negotiate an appropriate way for the youth to make amends for their actions. The Committee may develop and implement alternatives to formal court proceedings, either on referral by police or the Crown. Alternate interventions include community service, restitution, and counselling programs. All youth must accept responsibility for their actions, and apologize to the victim.

The Youth Justice Committee is a group of trained volunteer facilitators who facilitate restoratively based meetings between youth who have been referred and their victims. Restorative Justice is a way of viewing wrongdoing that puts the emphasis on repairing harm caused by conflict and crime using a collaborative and inclusive approach. It involves the participation of victims, the person who inflicted the harm and the community affected in finding solutions that seek to repair harm and promote harmony. Funding for this program is provided by the Ontario Ministry of Attorney General.

The John Howard Society of London and District has partnered with the Sifton Family Foundation to offer preventative counselling services to youth aged 13 to 18 who are at high risk of being unsuccessful in school. The program offers services to youth residing in London, Elgin and Middlesex Counties.
The John Howard Society’s social workers receive referrals of high-risk youth from educators, parents, probation officers, police and other social agencies. In addressing high risk behaviours presented by teens, the social workers offer counselling in the context of their school, peers, family and community. The Society’s social workers work collaboratively with other social service agencies to provide additional resources to the youth and their families.
