Extrajudicial Measures

An Extrajudicial Measure (EJM) is a referral from either the Peterborough Police Services (PPS), Ontario Provincial Police (OPP), or First Nations Police Services. Instead of pressing charges, a police officer may offer a young person, aged 12-17, an opportunity to participate in the EJM Program at JHS of the Kawarthas.

STEPS: 

Police make a referral directly to JHS of the Kawarthas and staff follow up with the youth and their parent/guardians to book an intake appointment.

Following the intake, a personalized plan is established to address the youth’s specific needs and prevent re-offending. This plan may include psychoeducational programs, referrals to community support, and opportunities to repair harm with the victim and community through restorative justice practices.

Once the diversion program is complete, we will inform the diverting police officer. However, if the youth does not complete the required programming, escalation to a formal charge may occur, resulting in increased justice system involvement.

Extrajudicial Sanctions: 

An Extrajudicial Sanction (EJS) is a referral from the court system, with the approval of the Crown Attorney for a young person, between the ages of 12-17, that have been formally charged with a criminal offence. The EJS Program is a restorative approach to youth justice that provides timely and responsive support to youth before the courts.

STEPS: 

The court makes a referral directly to JHS of the Kawarthas and staff follow up with the youth and family to book an intake appointment.

JHS of the Kawarthas will provide updates to the court on the youth’s progress. If the youth does not complete the program requirements, the court will be notified, which may result in unfavourable sentencing outcomes.
