Low-risk youth 12 to 17 years old (referred by police) who have committed an offence are referred by City Police. After discussing the incident with a counsellor, the youth chooses an appropriate meaningful consequence and within a few weeks reports and verifies its completion. If the youth shows signs of being at higher risk of re-offending, referrals are made to appropriate community resources. We believe in the prevention of crime by providing intervention for individuals who are at risk of becoming involved in criminal activity. The Extra Judicial Measures program allows us to assess the youth for risk factors, then provide or refer them to appropriate community services. There is no funding for this program.
