This fee for service program is overseen by the Ministry of Transportation and is managed throughout the province by the Centre for Addiction and Mental Health (CAMH) in Toronto. CAMH contracts with local service providers, such as JHSWW, to provide assessment, programming and follow-up for people who have lost their license due to an impaired driving offence. The program focuses on attitudinal and behavioural change with the goal of eliminating drinking and driving together. It has two streams: one is a 16 hour treatment group, and the other is an 8 hour educational group. The treatment group is offered once a month in Kitchener and the educational group is provided monthly in both Kitchener and Guelph.
Participants undergo an assessment interview to determine which group they will attend. In addition to the assessment interview and the group intervention, clients are also required to participate in a follow-up telephone interview that is conducted six months following the group session. Participation in the program is entirely voluntary and is not related to any criminal procedures. Criminal charges are dealt with through the court process and have separate consequences. However, completion of the program is a compulsory condition for reinstatement of one’s driver’s license through the Ministry of Transportation. This program is funded by user fees.
