April 25, 2016 -Forty per cent of Ontario inmates who were locked away in solitary confinement for 30 or more straight days – twice the limit permitted under the United Nations’ Nelson Mandela Rules – suffered from mental-health issues or other special needs, an analysis of more than 600 inmate records from the last five months of 2014 found.
